In 1865-1866 Governor Andrew Johnson ordered Howard University president John Heisman to open up land north of Chicago for public education within sight of City Hall in order to build one hundred thousand additional homes – this idea later morphed into Northwestern University – making it clear thatChicago had outgrown its Sauk Township location east of Canal Street and northwest of Lake Michigan Boulevard while still maintain[ing] some degree of self-sufficiency through agricultural production. In 1874–75 another group spearheaded by Mayor Richard Jealous purchased 8 acres (3 ha) on Washington Avenue adjacent to Soldier Field from John Shaw between Midway Road and Wabash Avenue in order to develop what would eventually become downtown Chicago; this purchase marks one key milestone in redevelopment activity around Northwestern University since it signaled an increase in central government interest in urban development near McCormick Place/Warner Park rather than just along Dearborn Street or Wilson Avenue outside Loop business districts like those around Navy Yard or Abraham Lincoln National Cemetery . The population peaked at 26,716 at the 2000 census but has declined steadily since then due primarily to low birth rates among Irish Americans who make up about two thirds(27%)ofNiles' population while other minority groups have also seen declines including African American(14%), Asian American(5%), Hispanic American(2%), Native AmericanAmerican(1%), EuropeanAmerican(0.5%), divorced/separated couple(1%)and people aged 65+([1%]).
