As one of numerous rural communities developed along Iowa's eastern border following agricultural transformation into heavy manufacturing during World War I, Morris experienced rapid growth between 1920 and 1930 due to its proximity to major metropolitan areas and its strong reputation as a research center for agricultural products and other industrial goods productionfacilities such as GMP plants adjacent to then-recently founded Carbondale Airfield (now Southern Illinois University Carbondale). This success led toencouraging development spree throughout much rural northeastern Illinois during this period with resultant annexations by other municipalities until all but two were lost by 1970: Swanton Township on the Sangamon River Valley west of Springfield annexed by suburban Urbana while Petersburg Township southeast of Springfield lost control over its own borders when Carbondale AFB annexing neighboring Richland County; finally Arlington Heights took full control over its municipal boundaries just east of Interstate 70 after successfully petitioning both Urbana county commissioners to allow it do so following a proposal from then-President Richard Nixon that newly created federal ethanol subsidies spur more diversification among local economic sectors
