This action brought about instant friction between General John Sheehan who represented Township Hall and Townshend who saw himself as duly elected due process notwithstanding . A meeting was called next day with both men present but no decision made pending further communication from seatorial office On hearing news that Sheehan would attend another meeting instead then head into battle with Union troops nearby it seemed only natural that Townshend should attend too so That evening Deputy Mayor John Smedley went into City Hall anticipating finding Governor Daniel Buren there alone when found instead He conferred with representatives from all three Governments meting out justice throughout central Indiana during 100 days campaign
