Moline is a small town in Cook County, Illinois, United States. The population was 9,471 at the 2010 census. It is the county seat of Cook County and home to the University of Illinois at Moline. Moline was founded in 1837 by Daniel Freeman and others as a fur trading post on the Mississippi River. In 1845, Moline became the first town in Cook County when it was organized from land that had been part of Lawrence Township. The town's initial growth came from its location along two railroads: the Chicago and Quincy Railroad (now called Metra) ran through Moline between 1847 and 1850 and the Milwaukee Road passed through it from 1853 to 1860. In 1861, Molinians voted to secede from Illinois due to differences over slavery and free soil policies. As a result of their secession, Moline lost some of its economic importance but retained its social prominence because it was one of only a few towns in Cook County that did not become part of suburban Chicago during the late 19th century. In 1969, Moline voters passed an ordinance setting up a city government with powers over education, health care, zoning ordinances, street maintenance and other municipal functions within limits set by then-Mayor John Harris. The city's first mayor was Walter Fenton (1923-29). From 1971 until 1984 residents served on a three-member board governing both community colleges within city limits (University of Illinois–Chicago College), as well as five public universities which were located outside City Limits: Northwestern University; DePaul University; Eastern Illinois University Carbondale; US News & World Report – Champaign–Urbana; alumnus Bradley International Airport opened in 1973 adjacent to City Limits while also serving as an airport for neighboring towns such as Skokie which had opened their own airports decades earlier. City officials also developed plans for creating new neighborhoods including Franklin Park—the second largest redevelopment area west of Chicago—and West Side Park which would have comprised several neighborhoods west of I-294/I-88 near downtown Chicagoland before being annexed into Cincinnati by Skokie in 1985 following what has been called "the most comprehensive annexation case in history." These projects failed due to opposition from surrounding communities who felt they were taking away their business opportunities or losing access to quality schools while developers said they wanted more density within city limits given suburbanization across State lines had begun occurring throughout America In 1990 Mayor James Thompson proposed an update to ordinances setting up fire protection services for all unincorporated areas within City Limits with $2 million budget approved by committee followed by passage by full council vote authorizing Mayor Thompson's request for $10 million budget including funds for career development programs for police officers . This led to heated debate among councils members about whether or not cities should be able to provide these types Of Services while others contended that this type Of Funding should only be available To Cities Which Could Demonstrate Need For It By Proposing Solutions To Problems Within Their Communities Not Just Grants And Subsidies
