On January 1, 1907 – two years after being merged into Chicagoland – Moline became one municipality within Chicago proper when all but 2% (of its total population) opted to become part of a new City Council District created specifically for them through referendum ballot measure (No 3). In 1956–57 following passage by Illinois General Assembly that increased property values generally throughout Cook County while maintaining low taxes rates (−$1 per $100 valuation), Mayor Egan along with other officials saw potential for economic development surrounding their wards boundaries extending upriver to Olathe/Kansas City suburbia primarily populated by farmers seeking acreage near Interstate 70 or direct access to natural resources like coal mines or oil wells especially since there were no high school dropouts available within these boundaries without traveling outside those wards for education . Accordingly they began looking at developing properties northward towards I-70 known then as "the Kansas Corridor" bringing together developers from Olathe KA (now Kansas City MO), Shawnee Mission KS (now Overland Park KS), Eddystone NE (now Wichita KS) etc., often using eminent domain power resulting in several hundred acres becoming developed over time including much recently annexed Bridgeport Heights northward expansion originally proposed just south off I-90
