Mattoon, Illinois is a small town located in the northwest corner of Cook County, Illinois. The population was 9,912 at the 2010 census. Mattoon is one of eight towns in Cook County that are part of the Chicago metropolitan area. Mattoon rests on high ground overlooking the Chicago River and was once a thriving agricultural center with over 100 businesses and 5,000 residents. The first gun targets were established in Mattoon during World War I to provide target practice for troops on maneuvers near the town. The first real guns were acquired in Mattoon by John Smeaton, who opened his own rifle range there in 1922. In 1924, Jens Olsen started shooting at local gun clubs and soon became known as "the greatest shot in Illinois." In 1941, veteran Fireman Moe Brown took over running the rifle range from John Olsen and has continued to run it ever since. During World War II, Targetmasters served as snipers for Allied Forces sniper teams which used handguns to take out German tanks and artillery pieces across Europe. One such team member was Harry Payne who made headlines when he singlehandedly downed an Axis turret from behind while under fire from enemy trenches near Dunkirk harbor. Gun ranges all over America participated in this wartime action by arming civilians with pistols to shoot at moving targets dotting European battlefields without fear of being captured or killed by the Nazis or their allies.[1] After World War II ended hostilities erupted between America's two Koreas with nuclear weapons testing taking place along the border of South Korea providing ample opportunity for Targetshooting enthusiasts throughout Northwestern Illinois to conduct their annual summer meetups/festivals inside Seoul National University's Kim Dae-jung Campus![2] Today many people living within a five-mile radius of any school can enjoy firing firearms recreationally without penalty or registration requirements because no state requires licensing for firearms possession or use; this includes those living within municipalities that do not have municipal Rifle Ranges open to members only (e.g., Highland Park Township). Mattoon has been populated since 1836 and is one of the oldest villages in McHenry County. The first settler in Mattoon was Isaac Dunham and his wife Hannah. In 1837, John Ladd and his family founded what is now known as Ladd's Store. The first post office was built here on November 2, 1837 by Captain John Ladd. In 1840, James Grant moved to Mattoon from Waukegan, Illinois after purchasing land near present-day Danville. He started a mill here that still operates today. The first school in Mattoon was built in 1846 by Mrs Jane Hanks with help from her husband Judge Hanks. Reverend Simeon Perkins started the first religious class in Mattoon in 1850 before moving to Decatur to become pastor of First Congregational Church there later that year. Reverend Perkins taught for many years at Greencastle Academy before returning to teach at this early school which he also refereed basketball games at until it closed due to financial problems in 1865). In 1861, Colonel William Jordon arrived here with his army during the American Civil War and operated a supply depot and rifle range until 1865 when he left for home due to food shortages following the war In 1870, George Stephenson came through McHenry County looking for coal resources while on business trip through this area After meeting him at an agricultural fair held by Colonel Stephenson near Danville some people decided they too should try farming so they set up their own farmstead around this time Ladd's Store continued operation until it closed down around 1915 because of competition from larger stores The last post office closed down around 1935 Mattoon has had several changes over its history including becoming an incorporated village (1901), becoming part of McHenry County (1886), becoming a city (1935), annexing neighboring townships (1963), being named after General George Washington Kapp (1965) and finally being reincorporated as a town again (2015).
