Mattoon, Illinois is a town in McLean County, Illinois, United States. The population was 2,869 at the 2010 census. Mattoon was founded in 1837 by Nicholas Mattoon and his wife Elizabeth. It became a village in 1841 and a city in 1907. The current mayor is Betsy Price. The Mattoon area has been settled for over 12,000 years by Native Americans including the Potawatomi and Shawnee. In 1837, Nicholas Mattoon donated 640 acres (240 hectares) of land to the government of Illinois as part of an effort to settle what was then much of Michigan Territory. On October 7, 1839, President James K. Polk signed an executive order creating the new Territory of Kane with Mattoon as its first capital. On February 9, 1840, the US Congress passed the Act for Better Removing Slavery from Our Land (1840), which provided for slavery to be abolished within 10 years or it would be compensated by land grants to African American settlers who agreed to live among white people free from slavery andaliaship under certain conditions. The first slaves were brought into Illinois on May 25th(1840). The slave trade ceased on December 6th(1840). The town of Mattoon was founded on November 13th 1830 by Amos Northrup and wife Sarah White Northrup (the daughter of Ebenezer White). Two weeks later they had heard about settlement there from their neighbor John Smith who claimed he had seen a group of ragged men coming down the road towards them carrying bundles filled with goods such as flour and cornmeal; these men soon turned out to be Indians led by Sachem Tippecanoe who said they were looking for game that could not be hunted because white hunters had taken all the animals away during winter months. A few days later Smith reported back that some 20 or 30 houses had been built on this site; these were probably erected without help from local volunteers since most settlers arrived armed only with bows and arrows! In 1830-31 Amos Northrup engaged two other men - Daniel Booneand William Hanks -to clear land for farming purposes on what is now east side street between Third Street and Fourth Street in today’s downtown core area adjoining present day State Capitol building lot #2B north of Third Streetsouthwest corner First Avenue west of Second Avenue .
