In 1850, Congress passed the Kansas–Nebraska bill which allowed Missourians to move into Kansas but not into Indiana Territory which included Marion County; this created a demand for goods and services in nearby Indianapolis so businesses moved into what is now southwestern Indiana. In 1861, when Confederate forces invaded Union-controlled Illinois they crossed into Indiana Territory and began skirmishing with Union troops near what is now Fort Wayne; this led to larger battles between Confederate forces and Union troops that continued until 1865 when most of Indiana Territory fell to Confederate control. By 1870, only a small portion of southern Indiana remained free under Union rule while much of centralIndiana had become Confederateoccupied territory
