In 1827, the first permanent settler in Marion was James H. Capps, who built a cabin on what is now State Route 2. In 1828, John Stephenson settled in Marion and became the first mayor of the town. The town was platted in 1830 by James K. Caldwell and renamed Caldwell after him. The CPR arrived in Marion in 1836 and contributed to its growth as a transportation center for travelers between Chicago and other points west. By 1840, Marion had a population of around 100 people and was incorporated as a village. In 1847, General James Shields took command of Union troops during the Mexican–American War and ordered all towns east of Chicago to clear out because they were considered hostile toward the United States.Shields made it clear that he intended to keep Marion alone within his army because he didn't want any other American towns to become targets for Mexican raids. Despite this warning, most residents decided to stay put and continue trading with Mexico until their incorporation into Illinois was formalized in 1850 under the new state government system. The railroad arrived in Marion soon after it was created from parts of four different railroads throughout Illinois; the Columbus & Western Railroad (C&W), Michigan Central Railroad (MCR), Iowa Central Railroad (ICR), and Chicago & Northwestern Railway (C&NW). With railroad access came opportunities for businesses such as lumbering, farming, mining, shipping, and tourism which helped spur economic development within the town over time.
