Lockport is a city in Cook County, Illinois, United States. The population was 23,468 at the 2010 census. It is the county seat of Cook County and home to most of the University of Illinois at Urbana-Champaign. The first people to live in Lockport were Swedes who founded a trading post on the banks of the Chicago River in 1818. They named their settlement "Lion's Head" because they had seen lions near by onlookers when exploring the area for trade goods. The first residents were German immigrants who arrived in 1834. Lockport became an incorporated town in 1895 and was renamed after Isaac Newton Lockyer, one of its founders. In 1926, it annexed part of Elmira, New York. In 1946, Lockport approved plans for what would become one of the world's largest underground nuclear testing sites – Lake Michigan Test Site (LMTS). As LMTS grew larger than any other U.S. nuclear site at that time, it caused concern among community members about potential health risks from air exposure and potential contamination from radioactive materials stored at LMTS sites around the world including Lockport-Newburgh Arsenal Airport (LNA) and nearby Westchester County Airport (WCHA). In 1978, Congress passed Publius II which mandated increased safety measures for American uranium mining operations following accidents at two other mines: Atchison Topeka & Santa Fe Railroad Company mineowned by Canadian mining company Cameco Ltd., and Unocal Corporation mineowned by U.S.-based Enron Corp.. A year later, Congress passed Publius III which further tightened regulations on uranium mining and production in America with respect to plant design; construction; water quality; storage; handling; exportation; use within America; international trade accident prevention standards.; terrorist threats to public safety from uranium enrichment activities.; environmental pollution control techniques.; fuel cycle management techniques.; emergency response plans.; emergency preparedness plans.: In 1992 Congressman Dan Rostenkowski introduced Congressional Resolution No 8293 which called for more aggressive action against organized crime infiltration into American energy production facilities through bribery or illegal activity related to energy exploration or production;; In 1994 Congressman Dick Gephardt introduced Congressional Resolution No 9193 which called for stricter environmental protection laws governing energy exploration and production;; Representative Bob Livingston proposed House Concurrent Resolution No 10294 calling upon President Bill Clinton to urge Secretary Al Gore to establish new national security commissions focused exclusively on aspects such as terrorism involving unconventional weapons;" lockportsuniversity

In the 1920s and 1930s, Lockport underwent a series of redevelopment projects that transformed it into a major financial center. During the 1970s and 1980s, lockports growth slowed as families relocated to larger urban centers in Illinois and elsewhere. However, recent revitalization efforts have begun to reverse this trend; in 2009, Lockport ranked third in Illinois for job creation rate.
The city of Lockport was founded in 1872 by two groups of settlers, the first being a group led by Captain John S. Hanks and the second being a group led by Isaac Bowen. The city was named after General George Washington's birthplace, Mount Vernon, Virginia. It grew rapidly due to its location on the Iowa River, which made it an important commercial center for the area. In 1887, Lockport became the seat of Cook County and was renamed Chicago after Mayor Richard J. Daley.
