The first judicial system in Illinois was organized by the United States government in 1787 as a judicial district under theJudicial Districts Act. The act created a judiciary for the new country and provided for the election of judges within each judicial district. This first judiciary was made up of three men: one from Great Britain, one from France, and one from New York. In 1809, an act was passed which provided for a president of the court with power to commute sentences and set aside verdicts if they were against public policy or opposed by either house of parliament. In 1812, another act was passed which provided that all convictions must be reported directly to Congress before being executed. 3 years later, on July 2nd, 1816, Govt pass An Act entitled “An Establishing a Judicial Department” Which provides That “the circuit courts shall be composed of not more than six justices; that any person convicted thereof shall be punished according to law; and every justice who shall sit upon any criminal case where no other justice is appointed by law shall receive two dollars per day so employed” The first Supreme Court Judge in America was Justice Samuel Chase located in Springfield, IL
