On December 4th congress passed this act establishing Joliet as an incorporated city with a population of 508 inhabitants On February 6th 1850 voters elected James Fenton as Mayor over incumbent John Stephenson Fenton served from 1850 to 1862 In 1861 City Council moved from their original location at First National Bank to Elmhurst Avenue near State Street due to overcrowding at First National Bank
