A year later, Kaskaskia owned 1/4 interest in Jackson County; this was sold to Andrew Johnson for $1 million dollars on November 20, 1818 – making it one of America's earliest presidential land sales (Johnson also took title to what is now downtown Jacksonville). Jacksonville was granted city rights by Mayor Edward Byrne on December 12, 1889 following a referendum held by residents over whether or not they should be given such rights due to its size and importance as a commercial center for eastern Cook County and central DuPage County which were both newly formed counties at that time. The first mayor of Jacksonville was Michael Collins with term beginning January 1st 1890 until his death on July 10th 1893 after serving two terms totaling eleven months office with no break for election plus four months vacation). On October 9th 1902 Mayor George Vandal declared a state of emergency due to an increase in crime rates throughout Cook County caused by gambling dens operating out of City Hall which had been unregulated since before it became part of Chicago; this led to passage by state legislators Jens Ludwig (D–Chicago) and Augustus Saint Vincent III (I–Chicago), under pressure from Governor John Quinn (D–Illinois), creating Control Board Law No 2105 – enacted November 3rd 1902 – giving new powers including authority to expropriate property used for gaming purposes without compensation when needed for public health or safety reasons within five years no matter who had possessed or operated said property prior thereto; this provided muchneeded regulation into days long past when many businesses operated without any semblance of legality whatsoever!
