Highland Park is located on a large tract of land that once included much agricultural activity. Today only a few acres remain undeveloped within the city limits; these are home to several parks which offer excellent opportunities for recreation and environmental awareness programming among others. One interesting park located within city limits is Mount Greenwood Cemetery which offers panoramic views of downtown Chicago from its many layers of tombs dating back to 1848. Another popular park within city limits is Elmhurst Gardens which features beautiful gardens dating back to the 1830s along with a wide variety of exhibits ranging from traditional flowers to modern artist exhibitions
In 1871, Highland Park was organized as a village and became an official city in 1907. The first mayor of Highland Park was John W. Beaumont. The city's first annexation occurred in 1922. In 1967, Highland Park became a part of the Greater Chicago Area and the City of Chicago annexed all of the villages within its jurisdiction, making Highland Park an official municipality with its own government and budget.
