It lies in the Chicago metropolitan area and is part of the Chicago–Naperville–Harrigan Area. Harvey was founded in 1881 by two brothers who were farmers. The first post office in Harvey opened on October 5, 1881. The community's namesake, Harvey K. Judd (1860-1939), served as mayor of Harvey from 1923 to 1929 and again from 1933 to 1939; he also served as treasurer of Kane County from 1917 to 1923 and 1927 to 1929. In 1937, Judd was one of five businessmen who purchased the land that would become River North Shopping Center; River North became one of downtown Chicago's most popular shopping destinations during the early 20th century. In 1953, then- Mayor James Crain designated Harvey "the cradle of American liberalism." In addition to previously mentioned mayors Judd and George Hermann (1903-1972) also held office at this time- both men being named after then-President Franklin D. Roosevelt's former Vice President Harry S Truman (1900-1968). As a result of its close proximity to major city areas and its large number of high school graduates/workers who relocated there for many years prior thereto due to job opportunities within those urban areas due to advancements made within manufacturing industries throughout what was then known as "the Great Lakes Region" - especially during World War II when many people chose not only work but also live near where these factories were located for patriotic purposes - it has been called "a hotbed for Progressivism".
