The town was founded by European immigrants in 1854 as a small farming community on the northwest side of Chicago. In 1885 it became the county seat of Cook County and was annexed to the city of Chicago; however, Glendale Heights continued to maintain its own government until its merger with nearby Maywood in 1980. The original name for Glendale Heights was "Monroe Township." In 1906, following annexation into Chicago by the city, Glendale Heights voters approved a budget that included spending $3 million to improve public transportation and parks in downtownChicago and also dedicated $1 million for new schools and other infrastructure improvements including a new library and park. These investments led to an increase in traffic congestion on Lake Shore Drive and elsewhere within downtown Chicago due to increased demand for not just educational opportunities but also housing opportunities due to growing populations within the city limits of Chicago proper. In 1971, after years of negotiations between Mayor Richard M. Daley's administration and then-Governor George Ryan's administration over what would become local tax rates within Cook County (and specifically within Glendale Heights), a 2% increase was voted on by residents as part of an overall 1% increase across all municipalities throughout Cook County during that year's general election campaign; this referendum resulted in Daley becoming one of only two Illinois governors to serve consecutive terms without being re-elected via gubernatorial recall or impeachment proceedings – he did so while remaining mayor ofChicago through most significant decisions made during his term).
