In 1892 when the railroad arrived in town, businesses started lining up along Elgin Street just south ofpresent-day Greenbelt Road because they needed access to cheap labor for their construction projects across town. By 1906 when Prohibition hit Illinois, many businesses closed down because liquor could not be bought without a license from the State Liquor Authority which made life difficult for entrepreneurs who wanted to keep their businesses open despite government prohibitions against alcohol sales inside buildings or within 500 feet (150 m)of any school or playground! In 1840-41 farmer John Cowan got married into McLaughlin familyowned land east of town; this increased farming activity, which supported several stores and other businesses before 1800 when all but three of the original families left for good because they became desoccupied with their lands during the great Indian Removal War (1833-1836). In 1865 postmaster James Kapp moved to Glen Ellyn from Rockford after being appointed by Governor Richard Muhlenberg as justice of the peace for Cook County over objections of some officials in that county who feared that such an appointment might make it easier for criminals to ply their trade without fear of punishment or legal action1Kapp supervised much important early civic activity including issuing marriage licenses, building schools, erecting churches (the first Baptist church was built here in 1868), setting up fire departments, operating ferryboats across the river (the first boat service between Chicago and Glen Ellyn ran here in 1851), organizing streetcar lines within city limits then expanding those services into suburbs like Downers Grove (now Aurora)2and others4before his death in 19165Rankin continued leadership until World War II when Republican Mayor William Dunham took office6and gradually lost control due to dysfunction created by lack of competition from more centralized government agencies8and decentralization has accelerated since then9 although recent efforts have brought some modest progress10 Including passage last year of legislation designed to improve governance
