In 1854 Abraham Lincoln was elected president and soon after took office he ordered his Secretary of War Edwin Stanton make available land grants totalling 524 square miles (1,500 km2) within Franklin County for education purposes only if it could be used without selling off or taking away any Indian land; this area became known as "the Franklin Grant". Construction began in October 1855 on the current site of downtownFrankfort where a courthouse had been built two years earlier by contractor Ephraim Goodrichs & Sons under contract from General Richard Conroy Sr.. The building opened on November 8th,1857: it was named for US Senator Jacob Hurd who had sponsored legislation authorizing its construction. On December 1st 1861 upon Lincoln's death an election was held for his Vice President with Hannibal Hamlin becoming acting president due to Vice President Johnson's absence from Washington D C; Hamlin won easily against John Bell who received just over 50% of the popular vote but lost because his opponent claimed victory through fraudulent voting practices within Louisiana which would later come into question during Reconstruction era America In 1865 Union troops burned down seven churches across central Illinois () including one built by Reverend Jesse Finney (). This event is considered one of many meetings that helped lead to American Civil War
