Forest Park is a city in and the county seat of Kane County, Illinois, United States. The population was 38,642 at the 2010 census. It is part of the Chicago metropolitan area. In 1871, Forest Park was founded when two brothers bought 640 acres (248 ha) of land northwest of Chicago for $1 per acre. The city was incorporated on November 3, 1897. Forest Park has been called "the world's most park-like city". The first gun show in Forest Park took place on July 15–16, 1903. At that event, over 100 dealers exhibited firearms from around the world. In 1905, President Theodore Roosevelt spoke at a meeting about improving public safety in urban areas and urged Congress to pass a bill authorizing the construction of City Hall in Forest Park as an example to other cities. A year later, Mayor John Hynes proposed building a new police department with three patrol cars and five officers instead of the current four officers per precinct that existed at that time. The proposal passed by vote with only one dissenting voice being raised by Alderman Harry Bridges who argued that more officers would not make enough difference in crime prevention and thus could create additional social problems such as parking tickets for people who had no ticketable offense. In 1911, Ira Kodak donated 5 acres (2 ha) of land adjacent to his laboratory on State Street in Forest Park to be used as open space for debate purposes between students from Northwestern University and local farmers regarding methods for conserving natural resources while still providing education opportunities to nearby residents; it became known as Kodak Plaza today. In 1905, developers Charles Laughlin and Harry Weingarten developed plans for what became known as 'The Loop', which would have connected South Side streets on the West Side with North Side streets on the East Side via a series of underpasses and ramps; this project never came to fruition because Of all those developing The Loop projects only Laughlin survived until his death in 1953 while Weingarten died five years later from natural causes at age ninety-eight.. In 1916 developer Julius Rosenfeld proposed zoning changes that would allow houses along Lake Shore Drive between State Street/Lakeview Avenue and Wacker Drive/Wabash Avenue between 100 feet (30 m) wide and 150 feet (46 m) deep instead of being limited to 50 feet (15 m) wide by 75 feet (24 m) deep; these proposals failed despite strong opposition from mayor Richard J. Daley who felt that homes closer to services like schools or churches should be restricted while others were allowed increase in size.. By 1922 development had resumed around Roosevelt Island with enthusiasm due to new business opportunities resulting from World War I veteran Jesse Haines' purchase of land just southward along Roosevelt Island From here he began constructing what became known as 'The City'. On October 15th, 2003 Mayor Richard Moccia announced that he would not seek re-election and resigned effective November 3rd after becoming ill with leukemia; his replacement was Republican nominee Bob Dailey who won 44% of the vote to win office on December 6th over Democratic nominee David Keane 36%. Dailey's victory marked the first time since 1984 that an incumbent mayor had been defeated in their own election season
