As part as an actof mercy for these departing workers and as a show of support for Mayor Quinn during his unsuccessful campaign for re-election against incumbent Richard Molloy several weeks later; Stiles also authorized tearing down some existing Armour mills buildings which had been built without permits while they were still under construction – making them into public housingprojects known as simply "Armour Towers".
