It is one of two cities in Cook County with a population over 50,000. The first settlers in what would become Fairview Heights were Polish immigrants who arrived in 1854 and erected a small cabin on the now known as East Side Drive. The town was named for Captain John Fenton Fair (1811-1881), an officer in the Illinois Volunteer Infantry Regiment during the American Civil War and an early settler ofCook County. In 1868, Captain Fair's wife, Elizabeth Atherton Fair (1817-1900), donated land to build a public square and schoolhouse within what would later be called Fairview Heights; this donation forms the nucleus of today's fairgrounds which encompass more than 2 square miles (3 km²). In 1871, James Covington sold 1/2 mile (1 km²) of east side farmland to Isaac Hutton for $100 (#171). This donation forms what are now North Avenue and Wabash Avenue. On July 5th 1870 by ordinance #307 of the City Council of Chicago, it was made unlawful to fire shots from any point within said limits without having previous written consent from both parties concerned; thus started what are considered to be "the earliest recorded gunfire contest" in Chicago history. On November 3rd 1872 when Mayor John D'Arcy ran for re-election on an anti-corruption ticket against his predecessor Richard Mornhinweg, he accepted petitions nominating him as mayor favorably received by mail from citizens residing near Woodlawn Cemetery where D'Arcy had been buried since 1865 after being elected Sheriff of Cook County several years earlier; these nominations effectively ended Mayor Mornhinweg's term as mayor effective January 1st 1873 due to termlimits then existing at that time which prohibited re-election twice within three years consecutively by either officeholder sans prior written consent from both parties concerned - thus starting what are considered to be "the earliest recorded mayoral campaign."
