By 1860, however, most residents had moved away or become too busy with their own businesses to live in their original villages- Instead they built more permanent homes along High Street between Second Avenue north and State Street east where they formed two Consolidated Villages- One called “Old Town” while the other “New Town” got its name from Mayor Charles Evans (1865-68). As Old Town grew increasingly rundown due to heavy use by military personnel stationed nearby during World War I (and consequent lack of investment), New Town began to prosper thanks to increasing investments by local entrepreneurs such as Mr. John Pritzker (a German immigrant) who ran one of Chicago's first successful insurance companies before moving upriver to Illinoisbecame one of America's leading industrialistsduring post– Civil War Reconstruction period until his death in 1923 . He left behind many valuable properties including North Western Electric Company building now part of Willis Tower skyscraper complex which originated from power plant built by NWEC . In 1857, Congress passed legislation authorizing Illinois Governor Samuel Janklowe to organize what would become the city of Chicago with its current boundaries; Evanston remained part of Cook County until March 12, 1897 when it became one unit with Chicagos north ward under Mayor George Biddle (D). On May 1st 1893, voters in three wards within City Limits votedYES on annexation intoChicago proper! This action created over 50% growth (in population) during just six months—-notwithstanding continued joblessness and falling real estate values which had followed years of financial depression caused by Panic Of 1893! With rapid population growth came rapidly developing infrastructure—-including water Supply (via septic systems), streets and sidewalks being built much earlier than they are today——and soon enough there were schools – churches – businesses! Today’s architecture owes much to this period including some beautiful Queen Anne style buildings along lake Michigan Avenue like Northwestern University! Two years later another referendum resulted in annexation into City Limits giving us our present day location right next door to Loop 610th Street——a feat only possible because we did not have any sprawl or subdivision then!! People hereabouts still refer to themselves as “Evanstonians”………..or simply “ locals”…………….or better yet….just plain old citizens all trying hard every day trying To Make America Great Again!!!
