Elmhurst is a city in Cook County, Illinois, United States. The population was 36,902 at the 2010 census. The Elmhurst community has been located in Cook County since 1871 and was incorporated as a city on March 20, 1907. It is one of six cities in Cook County with a charter amendment to become a municipality on December 14, 2002. On January 1, 2008, Elmhurst voters passed an ordinance adopting the concepts of neighborhood watch and Smart Growth policies which increased the size of the City by 50% from its pre-2002 size. The history of Elmhurst can be traced back to 1871 when seven farmers banded together to form the "Village Improvement Society" to improve their land around present day Elmhurst Avenue and Prospect Drive. They solicited donations from residents for what would eventually become what is now Elmhurst Village. In 1907, after years of discussion and planning meetings among various civic leaders including Mayor John J. McDermott and Trustee Winthrop Crosby (alderman), it was decided that Elmhurst should be incorporated as an independent city with its own police department and mayor’s office under the direction of a five-member board chaired by Alderman Crosby. This marked the first time that Chicago had ever granted independence to any municipality other than its two major districts – North Side and South Side – both of which were then part of the Chicago Township system. On March 20th, 1907 City Hall opened its doors for business following months of preparation thanks to Superintendent John Wirtz who served as commissioner during those early days before becoming Mayor Joe Maddon’s Chief Administrative Officer (CAO). The incorporation process took nearly two years due largely to lacklustre finances brought about by prohibitionism at home while also experiencing high levels unemployment throughout much of Chicagoland at that time; however, once it was done all property deeds were issued until 1931 when prohibition repealed making beer again available for purchase over-the-counter across most jurisdictions within Cook County! In 1922–23 Mayor Harry Hughes ordered work completed on newly constructed Central Park which included demolition of four homes along Prospect Drive between Cedar Brook Road (now Kammerer Road) and Grandma Ave., plus construction of new streetscape features such as curbside water systems and tree planting along Prospect Avenue between CedarBrook Road/Kammerer Roadand Grandma Ave..
