Elgin, Illinois is a town in Cook County, Illinois. The population was 17,898 at the 2010 census. It is part of the Chicago metropolitan area. The first settlers in what is now Elgin were French Canadians who had come to what was then swampy land near the mouth of the Chicago River in 1812. In 1834, General James K. Polk and President Andrew Johnson were both born in Elgin; Johnson's father, James K., had been born there in 1802. The railroad reached Elgin on December 12, 1847 by way of Rock Island Railroad tracks cut through this unincorporated community (later annexed by Cook County). On February 15, 1850, the Illinois Central Railway arrived and began passenger service between Chicago and La Crosse; within two years there were daily departures from Elgin for all five different cities along that line. On November 9, 1861 – less than one month after Abraham Lincoln was elected Ulysses S. Grant's Vice President – Elgin also became an incorporated village when it received a charter from the county board of education (then chaired by George Washington Carver). As with most villages founded during these days before incorporation laws had changed dramatically to reflect new social mores about town formings – including requirements for referendum approval even if no residents voted on the issue – Village Hall remains today as a museum open to the public historians are currently excavating beneath its floorboards! Railroad freight traffic increased rapidly following World War II as ELGN built a large new works east of town along I-95W which included almost every major manufacturing center west of Interstate 5 during that period. That decline began with ELGN's closure of this facility in 1984 and continued until 2000 when it sold off its eastern half to US Steel Corporation.. This left only residential development within walking distance of downtown business district still using locomotive hauled freight trains… Today much Mail Processing activity takes place inside larger corporate buildings located nearby away from those historic pullman cars
