Elgin is a small town in central Illinois, United States. It was founded in 1809 by Colonel John Elgin and his wife, Nancy Sisler. The city's population was 9,752 at the 2010 census. The historic district of Elgin covers parts of downtown Elgin and the rural communities of Dixon and Beloit. The first permanent settler in what is now Elgin was Captain James Kapp who arrived about 1790 from Albany, New York on a voyage to find a new home for his family. He named his land Kapp's Prairie after himself and his brother-in-law, Jacob Kapp (1757–1827). In 1809, Colonel John Elgin purchased the present eastern edge of what is now Elgin from Captain James Kapp for $8 per acre. A year later, he built the first house in town which stands today on Elm Street near the north side of Main Street. In 1814, when Illinois became a U.S. state, Colonel John Elgin offered to sell land east of Chicago to President James Kansa for $5 per acre ($40 per mile). When Kansas failed to meet its obligations under the Missouri Compromise Treaty ratified in 1820, President Abraham Lincoln granted Kansas statehood on February 14, 1861; however part of Kansas still remained under Indian control and this area included much of northeast Illinois including what is now Elgin County. On December 12th 1860 General Samuel Curtis successfully repelled an attack by Dakota Sioux Indians on Fort Hays located about three miles south of present day downtown Elgin; this event helped solidify Curtis's reputation as one of America's most successful military commanders during the antebellum era On December 15th 1860 General George Armstrong Custer led 5 companies totaling 100 men against 1 battalion (25 Native American warriors) commanded by Chief Wounded Hawk at Little Bighorn Battlefield just outside modern day Elkton; this engagement resulted in five dead soldiers and six wounded cavalrymen including Custer himself Elkton residents enjoyed excellent access to good water quality until that time because it lay within easy reach on both sides of I-80/I-294 traveling through what are now Elkton Heights Township while also lying within rifle range of numerous buffalo herds grazing along Interstate Highway 294 This long history makes possible some interesting civic rituals such as "Brewster’s Ball" presented annually since 1903 at Elmhurst Park located next door to Elmhurst High School where over 200 local residents gather each fall for two days filled with food booths featuring local cuisine as well as crafts and music

By 1870, Chicago had become one of the great American cities and Elgin slowly declined in importance until it was bypassed by Chicago for economic reasons in the early 20th century.
