Elgin, Illinois is a community located in Kane County, Illinois. The population was 18,658 at the 2010 census. It is part of the Chicago metropolitan area. Elgin is one of the oldest communities in Kane County and has been inhabited by various cultures for over 200 years. The town was founded by Captain George Stephenson in 1824 as a small fur-trading post on the banks of the Des Plaines River. In 1836, Stephenson built what is now known as Elgin Hale and established his cotton plantations there. In 1840, Stephenson's son-in-law John Prentice erected a gristmill on what is now North Main Street in Elgin to produce flour for local markets. A large number of Eli Whitney's early American cotton plantations were located around or within walking distance of present day Elgin Hale. The first post office in Elgin was established on October 3, 1836, under the name "Fulton." It served until November 1, 1841 when it changed its name to "Elgin." On December 12, 1850, an act was passed by Congress which designated Kane County as county seat for Cook County; this designation applied only to Cook County and not to Kane County proper (the present day Kane County). Accordingly, on January 25th1851 the old courthouse building (now known as Old Courthouse) burned down and all records therein were lost forever; however according to historical accounts some remnants may still be found scattered about some parts of town today The first school in Elgin was established in February 1768 by Captains George Stephenson and James Kells with 11 pupils from Lancaster Township near Carbondale . A new schoolhouse replaced the original building soon after . This school continued through World War I until 1942 when it closed due to lack of students . After World War II there were no schools available again so citizens started using elk shows/events as opportunities for learning about village life In 1861 Captain George Stephenson donated land east of present day Elmira Road for a Masonic lodge which ever since has been known as Lodge No 2 . The first post office here opened September 10th 1861 with Elias Hodge serving as Postmaster On July 9th 1870 Samuel Gibbs became first white person listed on deeds filed with clerk of recorder John Morton Gibbs Creek starts flowing south from current site just south side street towards village limits

Elgin, Illinois is a town in Cook County, Illinois, United States. The population was 21,853 at the 2010 census. It is part of the Chicago metropolitan area. Elgin was founded on December 26, 1833 by Captain George Stephenson and his crew of the USS Great Western as a trading post between Springfield and Nauvoo. In 1839, Stephenson constructed the first steamboat navigation on the Fox River in Elgin when he took his friends Amos Kendall and John Fitch on board for a trip that proved to be so successful that he decided to build a permanent dock there. In 1846, Stephenson erected what is now known as Elmira Heights Cemetery (now Elmira Park) as part of his plan to improve access to education in Cook County. The cemetery cost $2,500 and was paid for by Dr. John Hinkley with land donated by Ebenezer Dodgeforth and other citizens of Elgin. After opening its gates on July 4th of that year, Elmira Heights became one of the earliest public schools in Cook County operated by students from free or low-cost schools established throughout Cook County during this time period including but not limited to those established at Normal School (later University Park), Lawndale Academy (later West Side High School), Griggs Institute (later First Baptist Church), Griggs Chapel (later First Presbyterian Church), Harper’s Ferry Academy (later Harper’s Ferry Presbyterian Church) and Vincennes Female Institute The village which developed around Elmira Heights gradually outgrew it until 1955 when it annexed into nearby Addison Township due to lack of development within Elgin itself despite attempts by Mayor Harry Sills to attract development Indirectly through incentives such as tax breaks given away free or at reduced rates to businesses locating within Town limits Despite efforts over many years by various governmental entities both local & federal including: city council members; state legislators; economic developers; community planners; etc., no progress has been made towards developing either growth or comprehensive plans for either annexation & redevelopment inside or outside town limits making it difficult for residents who are directly impacted by such developments—both current & future—to have an impact on their communities thru elected officials
