Elgin is a city in Illinois, United States. The population was 31,914 at the 2010 census. It is the county seat of McLean County. The city is located on the south side of Chicago and is bordered by Park Ridge to the west, Wheaton to the north-west, Downer Grove to the east and Westchester to the south-east. Elgin was founded in 1836 by Colonel James K. By 1840, Elgin had become a thriving commercial center with merchants including Aiken & Foster Meat Market and David Starr Jordan’s famous Harpers Ferry Paper Factory located on State Street between First and Second Streets which became an important thoroughfare for business transportation during this time period. The City of Elgin also experienced rapid growth with new businesses opening up such as Pabst Brewing Company, Armour Printing Works and Wabash Railway Yards opened later that decade creating opportunities for heavy industry along State Street near First Street while small entrepreneurs continued to operate shops and restaurants until well into the twentieth century In 1851, Congress passed the Act forthe Organization of Illinois which created Cook County out of portions of Kane and DuPage Counties On July 1st 1865 - just over two months after President Abraham Lincoln signed Emancipation Proclamation – African Americans began working in local cotton mills throughout Cook County where they were paid only $1 per day but this did not stop labor trafficking gangs from poaching white workers children often worked 12 or 14 hours days without any rest periods while adults worked 8 or 10 hour days sometimes their families lived close by providing food and shelter during these difficult times According to historian Dr. Daniel Hamert “This exploitation led not only Negroes but also many whites who lived around them within walking distance of mills; they petitioned then–Governor Andrew Johnson for relief but received no response” In order to help these workers escape their conditions Conservative Republican Governor Johnson established a Special Board designed specifically To Combat Labor Trafficking called “The Freedmen's Bureau” This board would help prosecute those responsible for trafficking black laborers across state lines as well as provide benefits such as food stamps and free housing to those rescued While some men turned themselves in authorities faced harsh sentences like life imprisonment or even death frequently abolitionists argued that slavery should have been abolished based upon moral grounds alone rather than economic considerations however most African American laborers found work elsewhere shortly after their release beginning with Wattles' Bridge Factory where he placed 300 freedmen his company until 1955 producing televisions , radios , autos etc before closing because he could no longer compete against better funded white companies

Elgin, Illinois is a town in gazetted county in the U.S. state of Illinois. The population was 6,912 at the 2010 census. It is located on the western bank of the Sangamon River, just north of Chicago. The town was founded by Isaac Elgin and his family in 1827 as a stop on the Illinois Central Railroad and named for John Quincy Adams, 1st President of the United States. The first post office was established in 1829 and remained open until it closed in 1893 due to lack of business opportunities. The first store opened in 1830 and was soon followed by several other businesses including a hotel, brewery, lumberyard, church, cotton gin and schoolhouse. In 1847-48 Elgin became part of Indiana Territory when that state was formed from parts of Michigan and Wisconsin; this led to its incorporation as a city on December 8th, 1848 under the name "Elgin", with a population of only 100 people. In 1860–61 during the American Civil War Elgin served as an early scout outpost for General Simon Bolivar Butler's forces fighting against Confederate troops under General Robert Ewell Hood Jr.. During World War II Elgin played an important role as both an industrial center for munitions production and also as headquarters for First Infantry Division (USA), which fought alongside Army Group Center (HAG) against Nazi Germany along Highway 666 near Krakow west of Warsaw Poland known then as Auschwitz concentration camp where more than one million Jews were killed during World War II alone according to Yad Vashem Holocaust Memorial Authority estimate making Elgin one out of ten largest cities or towns destroyed within European borders by WWII
