In 1847, Effingham was founded by Nathaniel Sweet. Sweet was a soldier and fur trader who had moved to the area in 1837. He began trading with the Ojibwe and later sold goods to the Native Americans. In 1850, he organized a town meeting for the purpose of creating a government for the residents of his new settlement. The town charter was published in 1851 and it declared that "Effingham shall be an industrious, thriving community," with a population of 50 people at its peak. The first rifle scopes were designed in Effingham around this time. They were crude devices that used simple lenses and objectives to provide magnification. These scopes were usually made from bamboo or other materials, and they proved difficult to use due to their low magnification ratings. It is the county seat of Cook County and the second-largest city in Illinois after Chicago. Effingham is located in the eastern part of metropolitan Chicago and straddles the border of Kane and DuPage counties. Effingham's namesake was General James K. Polk who fought in the Mexican–American War and served as first President of the United States from 1845 to 1849. William H. Tilton, who founded what became known as "Tilton's Mills", was also a native of Effingham. Tilton helped found one of Chicagoland's leading cotton mills before moving to Peoria in 1881 to take over control of that mill from his brother-in-law Daniel Gassenheimer. The economic center for Effingham has been its textile mills since at least 1800; however, it wasn't until 1915 when Effingham absorbed neighboring town of Carbondale into its municipal limits that it truly reached its current size as an urban area. The early history of this community can be traced back to December 8, 1792 when Ebenezer Higgins built a cabin on the site where he would live for many years until moving away about 1840 prospecting for coal near what is now Elmhurst Cemetery (now Arlington Heights Cemetery). Higgins named his settlement after General James Kilearn Polk which he had seen on a map while traveling through America during his service with Mexico City Relief Expedition under Ulysses S Grant in 1846-48: "In honor of Genl JKP we have erected a granite monument on our old stand [in] effinglington standing" (Higgins papers). One source suggests that there may have been more than one settlement following Higgins' move because by 1830 there were three or four cabins scattered about central effington(Higgins papers). A group led by Captain John Fenton organized a township meeting on January 24, 1830 to create an organization foreffington(Cook County records). At this meeting twelve men participated including Capt Fenton and Ebenezer Higgins; appointed members chosen by lot were Nathaniel Prentice (mayor), Elijah Woods ( recorder), Nicholas Brown (justice), David Hathaway ( assessor), Samuel Morse (builder/contractor)…and two women - Mrs Harriot Wilson and Mrs Anna Whitehead both residents then living with their parents within walking distance(Cook County minutes book 3 p2 James Kilearn Polk village meeting effington Jan 1830).
