Effingham is a small town in McLean County, Illinois, United States. The population was 1,724 at the 2010 census. It is part of the Springfield Metropolitan Statistical Area. The first people to live here were the Potawatomi and other Algonquian-speaking tribes who arrived in the area about 1800. They hunted and fished on the rivers and lakes that now make up Effingham Township. After a few years of living among these people, John Jacob Astor founded his famous hotel in 1828 near what is now its downtown core. That year, Effingham also became the home of Illinois' second congressional district seat after Cook County was divided into two districts (the present-day Chicago IL District 9 and Cook IL District 10). The first post office in Effingham was established in 1836 by James Winton. By 1840, there were ten post offices in Effingham Township; however, only five were served by mail. The first railroad reached Effingham in 1853; it became known as "The Dearborn Railroad". In 1865, when Illinois attained statehood, Effingham become as well – making it one of the original Eighteen Northern Illinois towns chartering with that event. Effingham's growth began slowly but steadily during the late 19th century as waves of European immigrants arrived to work on farmlands around this newly formed America: Germans (1810-1850), Irish (1860-1920), Poles (1870-1930), Italians (1900-1950), Hungarians (1920s onwards), Scandinavian Americans from Minnesota and Wisconsin who started farms east of Chicago along railroads before moving westward into central Illinois during World War II; these newcomers brought their own cultures with them which blended with those of their new surroundings for many years until assimilation eventually occurred between different groups over time – often creating an increasingly diverse community characterized by its multiculturalism even today despite official efforts to reflect more traditional values within effingham's Community Development Plan UA1A3 . Effingham, Illinois is a town in Kane County, Illinois, located near the confluence of the Kankakee and Chicago Rivers. The population was 25,529 at the 2010 census. Effingham was founded in 1836 by Captain George Washington Effingham and his family as an outpost on the new frontier. The first post office was established in 1840. In 1847 Effingham became the seat of government for Kane County. Effingham is named after George Washington effingham, who donated land to the town and also helped found it. The first store in Effingham was started by Mr. Fenton in 1837 and continued until 1865 when it closed because of lack of business during the gold rush days. One of Effingham's most famous residents was Mayor John Ahern who served from 1893 to 1899 and again from 1906 to 1912. He had many accomplishments such as being one of only two mayors in Kane County history to be elected 3 times with no run-off elections and having built or repaired many public buildings including City Hall which still stands today (opened in 1907). Another early resident were Captains Jonathan Prentice (1803-1875) and James Sibley (1805-1878). The community experienced a population growth due to its location along Kankakee River which made shipping possible between Chicago and other points on the Great Lakes region quickly becoming a major trade artery for what would become Illinois after 1830s when land available for purchase westward began flowing into that state from Indiana through Ohio under President Andrew Jackson's administration (). By 1850 about 1,000 people lived in Effingham with about 50 businesses operating(). By 1870 there were over 2200 people living here with 150 businesses (). In 1880 only 8 businesses remained but this number grew rapidly thanks to advances technology like electric streetlights which arrived here that year (). By 1900 there were 350 businesses with another 100+ opening up throughout Midwest during Progressive Era despite prohibition efforts by Republican Party government officials (). In 1920 over 500 companies operated out of 5 townships within Kane County () making it one of largest concentration of business activity anywhere outside New York City (); however economic recession combined with World War I led directly to decline starting around 1925 resulting in few new businesses opening up before 1930s when someDid reopen during wartime production shortages thanks mainly to innovative marketing practices pioneered at company plants abroad (), although some smaller firms did continue operations until recent years (). Stephenson built a sawmill and gristmill on the confluence of the White and Black rivers. In 1824, Stephenson donated land to the town for public use, which included a church, school, jail, post office and other infrastructure. The town experienced rapid growth from its inception until it became an incorporated village in 1881. Effingham was named after Ebenezer Fenton, one of its founders.
