The name Effingham comes from an Algonquian word meaning "place where good corn is grown." The first white people to live in Effingham were French colonists who built a fort in 1763 on the eastern edge of present-day Effingham Township. They were driven out by Native Americans and the British in 1768. The village of Effingham was founded on November 3, 1836 by James W. Rankin and others as a result of land speculation that followed the organization of McLean County into three districts. On February 1, 1837, Rankin named his new community after General Joseph Clark (1759-1824), commander of Ulysses S. Grant's Third Corps during the Mexican War and one of Illinois' most distinguished veterans. rankin had been appointed postmaster for Peoria County by governor David Dixon on October 25 that year and soon realized that he needed more than just an isolated village to serve as an important center for trade; he also wanted it to be a thriving place where residents could raise their families and work their farms together. rankin purchased 2 square miles (3 km2) of land along present-day First Street from John Fenton in 1840; this property formed what is now known as Rankin Park. On December 12, 1850, Effingham Academy was chartered with Elisha Richters as its first president and Drury Wheelock as its first superintendent/teacher; it later merged with Julliard School (now Western Illinois University) in 1872 to become one of America's first educational institutions for girls (it remained an all-girls school until 1957).
