Effingham is a city in and the county seat of Effingham County, Illinois, United States. The population was 21,917 at the 2010 census. It is the largest city in Effingham County and one of its three municipalities. The other two are Carbondale and Pekin. Effingham was founded by James Armistead in 1804 as a small trading post on the Sangamon River. In 1825, the town site wascentered on what is now downtown Effingham. The first courthouse was built there in 1830 and remains standing today as part of the municipal building complex that also includes several businesses including Sears Department Store and Barnes & Noble Bookstore. On December 1, 1847 Effingham incorporated as a city under state law following a referendum held by voters approved of incorporation by an 86% margin. In 1914, Effingham became an act of Congress to offer assistance to areas affected by World War I; it received $1 million from Congress for military supplies sent to European allies during that war. This was followed up with another grant in 1923 which totaled $5 million over five years for community development projects such as libraries, education institutions, parks and roads throughout central Illinois; this money went towards helping Toombs-Clay County become self-sufficient through agriculture while still providing economic stability for rural residents who were being displaced byurban growth. On November 3rd, 1924 Effingham's centennial celebration was celebrated with a civic parade down Main Street culminating with a fireworks display over the Sangamon River (now known as Jackson Park) just after 6 p.m.. There were numerous events throughout 1924 including elections for mayor/council members/wardships/etc., agricultural fairs/markets/, fairs for children/. . Drinks were served all evening long at local hotels courtesy of JB Hiatt’s Brewery located across from City Hall (then called “The Capitol”). A ball game between Carbondale High School Boys' Soccer team and Pekin Male Male Athletic Association team ended up being won handily 5-1 thanks largely to goals scored by future Chicago Bears player George Halas who played on both teams... later that year Effingham welcomed her first consignment from Chicago when Waukegan cigars arrived via boatload from Cuba

Effingham is a small town in Cook County, Illinois, United States. The population was 5,814 at the 2010 census. It is part of the Chicago metropolitan area. Effingham was first settled in 1807 by three families from Braintree, Massachusetts. The town site was chosen because it was available for sale as part of a land grant to John Cullum in 1809. The name "Effingham" comes from the local Indian tribe's word meaning "the place where the water runs clear." The town rapidly grew after it was incorporated as a village in 1836. In 1860, Effingham became one of the ten townships that made up Cook County and original seat of government. On December 12, 1870, Effingham voted to secede from Cook County and become an independent city under its own mayor and City Council. On January 1, 1893, Effingham officially became an incorporated city with a population of 25,000 people when all other Cook County villages were merged into the new municipality. Effingham has experienced many changes over time including steady growth since World War II until reaching its current size following the 2008 recession and then stagnation afterwards; however these fluctuations have not been without consequences for both residents and businesses within the community due to zoning changes brought about by successive mayors who have seen their term terms expire or ended before they could enact change that would improve conditions for their constituents (see below). Today there are more than 50 restaurants and cafes located throughout downtown which includes several large shopping centers on North Avenue Extension as well as two parks-one open year-round and one only during summer months- making it one of most vibrant communities in north suburban Chicago; home to some very famous names such as Sears havings moved out main line store back in 2006 but now anchor stores like Macy’s continue operations inside what used to be Sears property; also see movie theater complex built on former quarry next to golf course which underwent major renovation last year including new luxury box office building with restaurant attached - this along with library added recently gives off vibrancy feel while still having access to mass transit options like cTA “L” lines right outside door make it easy walkable even if far enough away from downtown for some people

The first post office was established in 1856 and the first store opened in 1860. The city was named for General James Ewing Effingham (1795-1866), an officer during the Mexican–American War who later served as U.S. Ambassador to Mexico City and as military governor of California.
