At that time there were only 1 post office, 2 stores and 4 residences in the Village of Effingham; however by 1917 there were 9 residences with a store and 5 businesses in the Village of Effingham- all but one of which closed within 10 years due to economic decline or World War I gas shortages. The last business to close in 1925 was Wernher's grocery which served as the final straw for many residents who could no longer afford groceries at prices twice what they cost six months earlier at local stores; this led to what has been called "the great effing depression." In 1945 Effingham had only 1 nonresidential building (an old school), 3 housing units (2 new units) and 7 businesses- all closed within 10 years due to increased competition from suburban areas east of town or through highway travel outsideEFFINGHAMVILLE without any appreciable increase in production or jobs during that period! A new governmental structure for Cook County emerged after World War II witheffingham being reincorporated as a village on November 15th 1946 under new name 'Effington'. However following discussions between villagers, officials & state government representatives over several months no action was taken until February 21st 1948 wheneffington announced it would become an unincorporated community once again under its original name 'Effington' with authority to make its own decisions regarding annexation into other communities! This decision caused much resentment among some inhabitants as it effectively ended their right to self-government... remaining residents continue to use their original names/ Stats even though properties have since been sold off & renamed elsewhere

On January 1, 1961, Effingham Township became formalized and merged into the new township of Winnebago County.
