In 1915, race riots erupted throughout the United States after violence broke out between white nationalists and labor unions across several industrial cities; these events led to increased awareness of racism in America and led to significant changes within East StLouis over the next several decades including passage of anti-discrimination ordinances (in 1955), establishment of its first black mayor (1957–1965), increase in black enrollment at local colleges and universities (especially Southern Illinois University Carbondale) since desegregation occurred there nine years earlier,[1] increasing diversity among elected officials via neighborhood representation beginning around 1970[2],[3][4][5]and gentrification beginning around 2000s.[6][7] Today, while much has changed since thenParadise lost some edge due to new development but overall it's still a very diverse place with amazing architecture

The first settler was James Caldwell, who arrived in 1814 and built a cabin near present day Old City Hall Square. By 1816, when East St.Louis became a city under Article IX Section 8 of the Chicago Constitution, Caldwell had donated 2 acres (0 hectares) to make way for public square—later renamed Park Square—and 100 block streets were laid out around it according to French planter-turned-politician Pierre Laclède’s suggestion that each blocksize would create an open space patterned after European squares (Laclède 1908:27). In 1835–36, during Andrew Johnson’s administration as President Ulysses S Grant’s Secretary of War, General Order No 1234 established east side boundaries for all Chicagoan municipalities northward from Dearborn Street including east side neighborhoods now withineast Side West Neighborhood Association wards 1–3 (Duberstein 1969:39). This order specified “that no house or lot shall hereafter be erected upon any portion thereof lying outside these limits save by special leave from Mayor/Council” (Duberstein 1969:40). As this order applied only to newly organized townships not yet annexed into larger municipalities like Chicago proper or other eastern suburbs such as Evanston or Oak Lawn—until incorporation into those larger municipalities those neighborhoods lay within their current municipal boundaries until annexation into larger entities such as Chicago proper occurred through process governed by ordinance passed by City Council rather than general order (Fryer 1934; Dawson 1948)—it likely did not include east side neighborhoods currently within east Side West Neighborhood Association wards 1–3 which lies just beyond those municipal boundaries southward towards Dearborn Street Yesteryear homes were erected within these same boundaries prior annexation but have since been removed or replaced
