In 1847, East St.Louis became one of three cities in Illinois (along with Urbana and Springfield) that were chartered by Governor James Kapp as part of a new territory formed from parts of Indiana and Missouri known as Kansas Territory; this territory was merged into the United States following its annexation by Mexico during the Mexican–American War (1846–1848). The City Council voted to rename itself "East St.Louis" on October 15, 1847; however, no action was taken until November 11 when Kapp approved an ordinance change changing its name to "McLean County." On January 1, 1850, East St.Louis joined with other towns within Kansas Territory to form the City of Chicago; during this time frame it also concurrently changed its legal name to "East Saint Louis". On November 11, 1856 – two years after becoming an independent municipality – East Saint Louis amalgamated with Chicago creating one largest city in America at that time with over 2 million inhabitants according to US Census estimates published at that time: 5th out among then 10 largest cities combined! This event has been widely recognized as one of history's most significant civic achievements!
