It had been organized as a village since November 4th,[5] but this change came about because Act No 137 (chapter 628) was passed by the legislature to annex West Side Chicago into Cook County;[6] at that time there were only five cities in Cook County with over one million people: Chicago (one million), Evanston (two million), Northbrook (three million), Schaumburg (four million), and Rockford (five million).[7][8] In 1907 most east Side residents moved out to suburban areas such as Ridgefield Park or Arlington Heights when annexation into those towns took place through legislation sponsored by then-mayor Edward J. Byrne; however some continued to live in their old homes until they sold them during economic hard times around 1964-1965 led by Mayor John Daley’s “new downtown” initiative which aimed to bring new life back to downtown following years of decline beginning in 1958 caused by decades of Democratic rule with little investment made into infrastructure or redevelopment outside Loop Drive South which bisected eastern neighborhoods near City Hall including parts now called Midtown EastSide and Near West Side

Grant after it had been occupied by Union troops for several months prior to that event. The city has experienced numerous changes throughout its history including growth in industry, population growth, suburban development, and change in government structure with successive waves of immigrants arriving until recently culminating in recent annexation by neighboring Chicago – making it one of the most diverse cities in North America despite its small size relative to other large metropolises。
