East St. Louis is a city in Illinois, United States, and the county seat of St. Clair County. The population was 86,719 at the 2010 census. It is part of the Chicago metropolitan area. The first settlement in what is now East St. Louis was made by a group of French Canadians who came to the area in 1812 as part of the Great Migration from Quebec to escape religious persecution there. They named their new town after Jean-Baptiste de Saint-Louis, one of their number who had been taken captive by British forces during the Napoleonic Wars and released in 1814. In 1818, East St. Louis became a state capital when it was ratified as a state by the United States Congress and became part of Illinois; it remained an incorporated village until 1890 when it became an open-air township under federal law due to its strategic location between Chicago and Springfield on two major east-west routes (the Erie Canal and waterways connecting Lake Michigan with Lake Superior). At that time, some 5% of all U.S., Catholic residents lived in townships organized around such lakeside cities as Watertown, Waukegan and Des Plaines; however, following passage of the Morrill Act which exempted rural states from most agricultural production taxes (thus providing financial opportunity for these townships), East St. Louis become one of America's most prosperous urban areas – becoming "the landowning city". During World War II, East St. Louis played a critical role as an important supply point for military troops passing through central Illinois on their way into combat abroad; its factories produced everything from gasoline turbines to munitions needed for war effort – including rubber bullets used against Japanese civilians during World War II among other things In 1948, following Decatur Street massacre which killed three police officers while they were investigating what appeared to be local drug trafficking activity; East St.Louis experienced one of its worst riots ever with up to 100 people reported injured or killed according to some estimates In 1990–1991 efforts began to rehabilitate downtown streetscape which had deteriorated over time due largely to poor maintenance and neglect; this included replacement or rehabilitation of streetlights with energy efficient LED lights as well as street cleaning/maintenance In 2011–2012 changes were made in zoning regulations which allowed businesses within 1 mile (1 km) radius rather than just 2 miles (3 km) – opening up more opportunities for development along busy arterial corridors within that radius As suburbanization continues across much American Midwest commercial districts gentrification has started moving into areas formerly inhabited by working class white collar professionals while black neighborhoods have seen increasing levels OF blight

However, economic development in East St.Louis slowed during the 1880s due to factors such as limited transportation options and competition from other cities in the region. By 1900, however, East St.Louis had regained some of its former prosperity thanks to new mining operations and growth in agriculture. The city experienced a significant boom during World War I due to military recruitment into the army; however, this led to increased crime rates inEastStLous after 1919. In recent years, though, EastStLous has seen strong revitalization efforts which have helped spur economic growth and increase property values throughout the city
