In 1849, Captain Logan donated land for a courthouse and jail in East Peoria. soon after, other settlers started arriving and building homes and businesses within the limits of present-day East Peoria. In 1870, East Peoria became one of several townships created by General Assembly under provisions of the Kansas-Nebraska Act (1863). The act gave new territories to Missouri, Iowa, Nebraska and Kansas at various intervals along their borders; these new townships included parts of Aurora and West Side Hills withinEastPeoriabuildings that continued until 1890 when they were combined with Moline into one municipality known as Moline County (later Kane County). On December 3rd 1893 President Grover Cleveland designated East Peoria as an official US City through Executive Order 9887 which stated "No person or corporation may establish any permanent business or residence in this City without written agreement with its Mayor".
