The first building was erected on present-day State Street in 1827; it still stands today as part of City Hall Park. In 1863, when Abraham Lincoln was elected President, he journeyed downstate to West Side parish (now Elmira) to campaign for his friend John Quincy Adams. When he got there he saw that many people were without jobs because of the American Civil War; so he called upon Governor Andrew Johnson to use his power as Commander-in-Chief to put some men into work rebuilding infrastructure like roads and bridges across rivers likeIllinois's Lower River Valley (). This event helped set off an economic boom which lasted until about 1930s when production stopped due to competition from other states in the Midwest region by way of cheaper labor costs abroad - this also led to decline in population size throughout much of Cook County over time). The area now comprising East Peoria was first settled in 1836 by men from Michigan Territory who were transplanted to the area following the American Civil War. The city of East Peoria was incorporated on December 22, 1892. The original plat for East Peoria was dated October 6, 1892 and contained a lot for $1,000. It was bounded by State Street on the south side and First Avenue on the east side. In 1912, an addition to the city limits added part of present-day Midway Mall to its boundaries; this annexation created what is today called Midway Heights neighborhood. In 1938, when Cook County formed its third county, it included all of present-day Kane County except for a small portion including portions of Decatur and Macomb counties which would become Cook County proper in 1948. As part of this change in government structure, East Peoria became one of five cities within Kane County which were not annexed into Cook County until after that county's creation had been completed; other cities which remained outside of Cook Countyshape were Bloomington (to DeKalb County), Crystal City (to Kane County), Englewood (to Willson Park), and Prospect Heights (to Aurora Township).
