By 1800 there were over 25,000 people living in Illinois due to these opportunities and demand for acres of land along the Mississippi River flood plain. Downers Grove started off as a tiny village called Newton on October 15th, 1818 when it incorporated as an independent municipality under section 9 of the Revised Statutes ofIllinois (1802). At its incorporation Newton had 1 houseless family and 10 farmers who raised corn, beans, hay, chickens and cows all day long while paid by acreage leased from other residents within Newton’s boundaries – this system continued until 1854 when town meetings were replaced by municipal elections which gave citizens more power over their community.
