Downers Grove, Illinois is a city in Cook County, Illinois, United States. The population was 71,569 at the 2010 census. It is the second most populous city in Chicago after Chicago Heights. Downers Grove was founded on November 12, 1847 by George Washington Downing and his family and it became a suburb of Chicago in 1960. The first settlers to the area along the present-day border of Downers Grove and Aurora were farmers who arrived around 1790 during the French and Indian War. By 1830 they had built homes on what is now North Avenue between virtues and Prospect streets near their farmstead known as White Hall (now part of Old University Village). The first post office opened in Aurora on October 1, 1830. In 1847, George Washington Downing moved with his family from his home at White Hall to a new location about four miles northwest of downtownChicago on land that he had bought from John Kinzie for $500. On November 12 of that year, Downing's group-- consisting of himself, two sons (George Washington Jr., age 9 years), one daughter (Nancy Ann Downing), five grandsons (John Witherspoon Downing Jr., Charles Hennepin Downing III., James Atherton Downing Sr., Hamilton Fishwick), six granddaughters (Caroline Beecher Stowe Dodgey Ohlin & Julia Ward Howe) and three brothers (Aaron BurrDowningJr., James Buchanan Downing)— set out from Aurora for what would become Downers Grove. They began building their small log cabin named "Whitehall" which they completed within two weeks after setting up their camp nearpresent-day Northwestern Highwayand Northwestern Boulevard. According to historian Harlan Thomas: "The new community quickly proved itself capable of supporting itself; its founders were able to build roads and dams necessary for irrigation; they also developed an efficient water system". In 1860 DownersGrove annexed much of suburban Aurora; however Arlington Heights remain its primary center until deregulation in 1995 when all municipalities within Cook County were merged into one under then Governor Rod Blagojevich's plan called "the Great Consolidation". Aurora's incorporation as a village did not take place until January 11th 1870 because there was no cellular service available at that time so residents gathered together to vote on whether or not to create municipal government with Common Council instead having only property owners/importers voting while merchants/artisans voted through their representatives onto committees appointed by Common Council members which supervised various areas such as firefighting/police protection etc... This process continued until May 15th 1870 when it was announced by Mayor Wessels that due to lack of services being provided by Village President Goodall over Abramoff interests owner Anthony Jugan had offered him immunity should he provide services free OFFLINE so Plainfield residents could get better services...On July 1st 1870Village PresidentsGoodallAndersenandJuganmettoform CityofDownersGrovebecomingoneofthequickestcitiesonthe continentin termsof RatepayerspurchasingCityservicesoffline...After this eventDowntigersGrovebegantobea MajorCivicCenterinthesouthwestwithseveralnewbuildings erectedduringthistime includingHospitalandPoliceStationsamongstotherimportantfacilities." During Prohibition Party rule in 1919–1920 local officials created an Alcoholic Beverages Control Board which regulated sales but failed to stop bootlegging operations across town which continued unabated even after prohibition ended...In1929 Borough President Barnes ordered police patrols outside business hours against bootlegging gangs operating out of several businesses adjacent To Park Row nightclub where many wealthy Chicagoans used as fronts for smuggling purposes)... finally effective regulation following Prohibition led to increased tax collections which funded social programs like unemployment insurance etc... In 1932 Borough President Barnes granted liquor licenses back unrestricted to taverns existing prior thereto giving hope that these businesses might be closed down but this did not happen as tavern operators generally complied with regulations rather than continuing bootlegging activities
Downers Grove was founded in 1847 by Captain James P. Flood as a tiny hamlet on the edge of what is now Chicago. By 1860, it had grown to encompass a town of about 150 people. The first post office was established in 1861, and soon Downers Grove became known for its mills, cotton plantations, and agricultural production. In 1870, the city of Downers Grove was created from part of the original town, and Downers Grove quickly became one of the most important cities in Illinois.
