Downers Grove, Ill., is a city in Cook County, Illinois, United States. The population was 97,872 at the 2010 census. Downers Grove is the most populous city in Chicago and one of the largest cities in Illinois. It is also home to Northwestern University. The first settlers in what would become Downers Grove were farmers who arrived from Pennsylvania in 1781. In 1833, a group of Scots-Irish immigrants came to Downers Grove and founded the town of Dungannon on land that had been donated by James Hutton Sr., a wealthy steamboat owner and philanthropist. By 1835, Downers Grove had a population of 350 people (less than one-tenth of Chicago's). Downers Grove became an incorporated village on February 14, 1889; its first mayor was John Whelan. On November 3rd, 1901 it merged with neighboring village Glen Ellyn to form the current City of Downers Grove. The merger made sense because both villages were suffering from tax delinquency and too few residents could support themselves without outside assistance. In 1916, Mayor Harry Sink forced through a measure which increased taxes on businesseses within the city limits by 25%. This action led to economic boycotts against the city by small businesses owners who saw their profits slashed while larger businesses got away with barely any extra income at all. Despite this outcry from business owners, Mayor Sink carried out his plan anyway citing financial necessity as his justification for increasing rates rather than concern for their well-being or welfare

Downtown Downers Grove was founded in 1865 as a small trading post and lumber market. By 1887, the city had become an important manufacturing center with mills such as Mid-America Lumber, American Lumber, and Illinois Pipe & Wire. The growth of the city led to the creation of Downers Grove Township in 1893. The township encompassed much of what is today Downers Grove, including most of Downtown and some parts of Northwest Side. Downers Grove's success as a Manufacturing town lead to its becoming a bedroom community for Chicagoans during the 1950s and 1960s. However, by the late 1990s, Downtown and Northwest Side were experiencing significant decline due to lack of jobs in those areas combined with high crime rates. In 2000, Mayor Tom Bradley announced plans to redevelop both areas into new mixed-use neighborhoods that would include apartments, retail stores, restaurants/bars/cafés, and public transportation options like Light Rail Transit (LRT). The redevelopment project has since faced many challenges including opposition from local businesses who feel they have been shortchanged on their share of the costs; while residents have voiced support for creating more dense living patterns in both neighborhoods. The redevelopment project has also come under fire from members of the downscale working class who feel they have not received a fair shake from the mayor’s plan. Despite these challenges, progress has been made towards bringing Downers Grove back into prominence as an economic engine for central IL.
