In 1881, these boundaries were changed when they were extended to include all of what is now suburban Cook County on both sides of I Street. The first indication that there was intent to settle or move people from eastern Indiana into this area occurred about 1851 when James Kapp surveyed land east of Wabash River for a new town called Hennepin Falls which he planned to name after his wife's family member Hannah Kapp who had moved from Indiana in 1848. The first house built in what is now Decatur was erected by Samuel Goudreau on July 3rd, 1853. George Washington Augustus occupied it at that time When General John Custer fought during Mexico–American War near here December 8th 1876 his regiment "3d Minnesota" commanded by Captain Julius Caesar Mackensenir camped around 4pm next day just south of present day Elmwood Avenue/Route 66 intersection lies along present day US 6 & I street grid north latitude 187 degrees west longitude -84 degrees north
