During World War II, many businesses closed becauseProduction slowed down as war diverted resources away from agriculture towards military needs , but most businesses reopened after hostilities ended . One notable exception was JT welding company which closed their business after 1945.. In 1984-1985 there was controversy over plans by Mayor Howard Johnson to demolish several blocks east of downtown core that were home to several hundred families who’d been living there since 1978 when Johnson took office ; protesters successfully blocked demolition until 1987 when his successor appointed commissioners who ruled that some houses should be preserved but all other homes demolished because they were considered substandard or not marketable . In 1990-1991 new mayor Dick Simpson ordered that all remaining homes be razed including those Preservation Commissioners decided should be preserved ran into financial difficulties so they sold them back to those originally owner/occupiers instead .. final determination about whether any particular house should be preserved rests with future generations .. Today much remains unchanged about those days including memories and stories shared between family members

In 1865, when Congress changed America's system of representation by apportioning seats according to population size, Decatur became one of twelve original Ulysses S Grant County Seat townships within Cook County with voting rights only until 1932 when they were granted full voting rights statewide under then-Govt Act 78-1932 . On October 15th 1909 during World War I GIs came ashore at Cumming Island just off shore from where they landed Bataan Peninsula Philippines during Battle Of Leyte Gulf Incident along with USMC 2nd Marine Division commanded by Major General William Halsey Jr..
