Decatur is a city in Illinois, United States. The population was 15,838 at the 2010 census. It is one of the five original towns in Decatur Township.was founded on December 8, 1837 by George Brainard and James Ladd under the name "Brainardville". The present day Municipal Court Building (built 1907) replaced an earlier structure that burned down in 1906. In 1847-48, Georges Ransom donated land for a courthouse and jail within Decatur Township; construction began soon afterward and the court opened in September 1850. The first Chief Justice of Cook County Donald Jurgensen officiated at its opening ceremonies. The new courthouse became operational on October 1, 1850; it had two stories with ornate artistry typical of Territorial courthouse design features then common throughout Illinois A second courthouse (in nearby Arlington Heights) also opened shortly thereafter but was destroyed by fire on November 9, 1860. A third courthouse (in downtown Decatur)opened on October 12, 1861 after years of planning and construction which cost $1 million dollars . It seated 2200 people inside and 100 people outside with grandstands that faced State Road 17th Street northward for a distance of 100 feet . For many years this building housed both local government services as well as criminal justice proceedings conducted by county sheriff deputies who patrolled the streets day and night . Fire damage caused extensive deductive rebuilding which commenced late into 1966 . All three buildings were demolished between 1966-1970 when Moraine Park Village took over municipal government services including those for housing development There remains only traces remaining today visible from state Route 17th Street east to west

They raised six children: Elisha H., John W., Charles F., Emmet M., Anna M., and Sarah Aitherton Prentice until her death about 1880; three more were born out of wedlock before she died ages 44, 50, 54 years old respectively: Alvin C., Edwin K.; they are now buried at Greenwood Cemetery there together with their parents In 1861 when slavery was abolished throughout most of America following its victory at Gettysburg by General Ulysses S Grant with assistance from President Abraham Lincoln through executive order Promulgated on 4 July 1863 - which included emancipation - all African Americans living within one hundred miles (160 km) east or west of Baltimore were free as per section 9(a)(2) US Constitution It should be noted that this change did not take place immediately across Illinois since many black men continued to be held as slaves until shortly after Union troops invaded Maryland on 7 September 1862 under General Robert E Lee - resulting in their release - during which time much property still remained confiscated by Confederate authorities including some homes located near present day Decatur There are references to "coloreds" being forced into service if necessary for military purposes around this time but no definitive proof exists that any such mass exodus actually took place However given that white men were also subject to similar service requirements during times such as World War I absence makes this possibility unlikely without additional evidence
