The city is named after General James K. Polk, who was Ulysses S. Grant's Vice President and Secretary of State during the American Civil War. The first settler in what is now Decatur was Levi Richardson in 1814. He and his family founded a log cabin on the site that still stands today, called Richardson's Cabin No. 1 (now known as Richardson Park). In 1827, John Coltrane settled near what is now Decatur and built a house there which still stands today as Coltrane House (now known as Congress Street Historic District). In 1830–31, George Washington Carver moved from Georgia to St Louis and began operations of a farm near present day Decatur on land he had bought from David Brinkley in 1830 for $8000 dollars ($ when measured in 2009). By 1840, about fifty families were living in present day Decatur with twenty-seven shops and one bank providing services to them all; most importantly grain trade with Illinois farmers helped keep their town afloat during this difficult time. In 1847, Jno Caulfield established himself as an attorney at Lawndale & Fenton Streets; later adding White Hall to his practice which served until 1860 when he relocated to what is now John Marshall Square across from City Hall where he continued practicing until his death in 1902; Jno Caulfield being one of the original incorporators of Chicago Municipal Court #1 that same year In 1850s local Judge James Wigglesworth took an interest in building himself a home not far from where he lived but never finished it because terminally ill with diabetes; Wigglesworth's body lay unburied until 1893 when it was exhumed and reinterred at Hammonds Grove Cemetery under current name of Judge Wigglesworth Mausoleum . Also during this time period Ralph Waldo Emerson was living semi-permanently near Lawndale & Madison Streets outside of Chicago while teaching at Addison Academy School before moving permanently into Concord Woods later renamed Waldo Emerson Summer School . After dinner engagements I almost always stopped by lawndale &Madison streets for coffee or pastries avd ale then off to my room studying or writing … life went on like that everyday without me although inside I felt like a million bucks

However, while some aspects of decatur's history may have been influenced by urban growth - such as strong civic engagement - much occurred without any input from downtown residents or businesses. For instance, many buildings that once housed businesses now house public housing developments or factories; these conversions have not always been welcomed by DowntownResidents who feel that their neighborhood has been sacrificed for commercial development outside their local boundaries Despite these challenges faced by downtown Decatur since 2000 UTC (when it lost almost all services due to budget cuts), there are still many assets1 available which make it a vibrant area with active nightlife and lively restaurantspaces despite recent gentrification trends2 throughout Chicagoland3 although some new arrivals4 are struggling with integrating into established neighborhoods6

The town grew rapidly after its incorporation as a city in 1853, thanks to heavy industry and an expanding transportation network. By 1900, Decatur had become one of the most important commercial centers in Illinois.The 20th century saw large waves of immigration to Decatur, including many Europeans who worked in manufacturing or service industries. The population peaked at over 100,000 in 1960, but has since been declining due to demography and suburbanization. As of 2010, the racial makeup of Decatur is about 60% White (mostly European American), 30% African American, 5% Native American/Alaskan Native, 2% Asian Pacific Islander ( principally Japanese), 1% Hispanic/Latino
