Ammunition manufacture has been a part of the Decatur community for over 100 years. The first ammunition factory in this area was built in 1895 by G.W. Maynard and his son, H.L. Maynard. At that time, Decatur had only a few small businesses providing arms and munitions supplies to the local military and civilians. The company that would become Winchester operated its first manufacturing plant in 1916 on State Street in Decatur. This plant manufactured artillery rounds, machine guns and planes during World War I. In 1924, Winchester bought out Maynard’s share of the company and became sole proprietor with a new name: Winchester Repeating Arms Company Incorporated (WRAC). In 1934, WRAC purchased the Browning Machine Gun Works located in Independence, Missouri from General Electric Company for $2 million dollars including an option to purchase additional works at any time thereafter if needed. This move putWRAC into competition with other firearms manufacturers who were making rapid advances in their technology thanks to government funding given through the National Firearms Act (NFA). By 1935, WRAC had developed its own line of machine guns called the Model M1 carbine which quickly gained popularity among law enforcement agencies around the country due to its firepower and efficient design. While production at WRAC continued until 1957 when it was merged with Colt’s Manufacturing Company to form Colt-Winchester Firearms Corporation (CWFC), many of the key technologies associated with modern firearms development were pioneered by WRAC such as gas-operated gun systems and detachable magazine receivers! In 1968, CWFC merged with United Defense Incorporated (UDI) to form United Defense/Worldwide Arms Corporation (UDPWC). UDPWC would eventually become part of Lockheed Martin Corporation after being taken private by Lockheed Martin upon its acquisition by RaytheonLockheedMartin Corporation in 1999!

The Decatur rifle company was founded in 1881 by E.M. Barnes and A.W. Stevens, two of the most successful Winchester gunsmiths of their time. The first rifle manufactured by the Decatur Rifle Company was the Model 1886, which featured a 7-round magazine and a 45-degree barrel angle. The Model 1895 was also produced, featuring an 8-round magazine and a 50-degree barrel angle. In 1892, the company introduced its own version of the Springfield rifle: the Model 1901 (pictured). This rifle featured a 20-round magazine with a staggered feed that allowed for multiple reloading opportunities. In 1899, Barnes left the company to found his own firearms business called American Arms Corporation, which would become one of America's leading firearms manufacturers for many years to come (see American Arms Corporation timeline).
Decatur is a city in Decatur County, Illinois, United States. The population was 14,569 at the 2010 census. It is the largest city in the county and one of its two municipalities. The other municipality is Bloomington. The city was founded by James K. Polk on November 3, 1836 as a post office called "Gentry". On January 1, 1839, it became part of the new state of Illinois when it was annexed by that state from Indiana. In 1849, Decatur became an all-white town because residents of neighboring Bloomington refused to integrate with African Americans. At the same time, whites continued to use the name "Gentry" for their own post office and for other places within Decatur County. In 1868, after Illinois seceded from the Union and became an independent country,[1] Decatur merged with what remained of adjacent South Bend Township to form a new municipality that would become one of the larger American cities during this period—largely due to its location on Lake Michigan just east of Chicago's downtown area.[2] The population grew rapidly during this time and by 1870 it had reached 2900 people;[3] however, due to political instability in America during this era and increasing competition from larger U.S.-based cities such as Chicago and New York City,[4][5] Decatur lost much of its growth rate in the early 21st century while Bloomington ascended to become one of America's most populous cities.[6][7] However both cities have experienced modest growth rates over recent years (Decatur has seen 2% annual population increase since 2000 while Bloomington has seen 1%.)[8][9][10]) making them still among America's fastest-growing large urban areas overall[11][12]). Some credit some successes achieved by both communities – including strong job prospects for low-income residents[13], combined educational opportunities available for everyone regardless socio-economic status[14], [15], [16]), etc.–to their comparative stability despite modest growth rates; others credit suburban development around major shopping malls (including Oneonta) with contributing significantly to increased population density in Bloominton throughout this period (−25% since 2000)[17]).
