The arsenal was one of the first to offer target shooting opportunities for citizens of Chicago. It continued to be a mainstay of gun target practice throughout the 1800s and into the 1900s. In 1902, Chicago Heights voters approved a $10,000 appropriation to improve gun range facilities in town. This gave rise to the idea that Chicago Heights should have its own rifle range. The first rifle range opened in 1909 on Dearborn Street in downtown Chicago Heights. The range was named after Major General John J. Pershing who was then Commandant ofthe United States Army's 1st Infantry Division at Fort Sheridan located within city limits at that time. In 1923, another appropriation by City Council created a new fund for improving gun ranges and providing instruction for citizens interested in owning firearms. This new fund also allowed for the purchase of land adjacent to existing ranges which would become gun ranges themselves). Both rifle and shotguns guns were offered at these ranges until 1942 when it became illegal to sell handguns within city limits without prior written consent from Mayor Richard Molineux (now Demarest mayor). Gun targets continued to be available throughout World War II until 1945 when they were discontinued due to restrictions placed on handgun sales following World War II as part of President Harry S Truman's "New Deal"program
