Champaign, Illinois is a city in the U.S. state of Illinois and the county seat of Champaign County. The population was 61,284 at the 2010 census, making it the largest municipality in Champaign County by population. It is also one of the most populous cities in Illinois. The first permanent European settlers arrived in what is now Champaign County on November 3, 1809 when General James Wilkinson and his brigade of Marines landed on the south bank of the Kankakee River to explore new land grants that had been given to him by President James K. Polk as part of his treaty with France following their war for control over North America. The town site that Wilkinson selected for himself and his troops was located just east of present-day Urbana on high ground known as White Grove Hill amid rolling timberlands which are still visible today from Interstate Highways I-90 and I-72. Champaign County was organized on December 15, 1818 under a proclamation from President Andrew Jackson after he took office following United States victory over Spain at Yorktown during the War for Independence. The first sheriff was John Prentice who served until 1824 when he was replaced by Elijah Hickson who held that position until 1830 when he became sheriff again but this time for only four months due to term limits set by Act No. 129 of 1831 which specified that no more than two successive sheriffs could hold office at any one time within a five year period beginning with its passage; thus, Elijah Hickson's term ended on January 1, 1830 (the day before his successor Alanson Cullom took office). On February 14, 1837, John Fenton elected as Champaign's first mayor George Stephenson despite being opponent chosen by voters at-large because Fenton felt Stephenson would be more inclined to promote development along State Street rather than traditional law enforcement activities within the city limits which were then controlled by Mayor Cullom (who had been appointed deputy sheriff since 1799). On May 1st Stephenson moved into City Hall vacated by Mayor Cullom who had leased it from protracted legal battles between him and treasurer Nicholas Biddle over property titles associated with Biddle's former home on State Street near University Park; however even thoughStephenson had occupied City Hall less than two weeks prior to its move there were public protests against him both from residents living near City Hall where they considered Stephensons occupancy an insult and also from citizens determined to keep City Halls services running without interruption or interference long after Mayor Stephenson left office in October 1840 having achieved little tangible results beyond consolidating various law enforcement functions into one department under newly named Assistant Sheriff Samuel Johns (whose nameakes echo Stephenson's original intent) In November 1840 Samuel Johns became acting sheriff upon expiration of Jeremiah Dixon's unexpired term after Johnson successfully ran for election as sheriff twice but failed each time due to termlimits established under Act No2129 which limitedSheriffs total number of years service out at any given time not including consecutive terms Andres Gomez became Acting Sheriff effective January 1st 1870 upon expiration Of Hiram Ellis' unexpired term .
