Carpentersville is a census-designated place in Cook County, Illinois, United States. The population was 28,824 at the 2010 census. Carpentersville is headquartered in the city of Chicago. The city of Chicago was founded in 1871 by Nicholas Metzger and John Hennepin as a small town on the south side of the present-day intersection of Cicero Avenue and South Michigan Boulevard. By 1881, Carpentersville had become one of the largest villages on the South Side with 12 stores, 50 households, and 3 churches. In 1909, when Chicago annexed all of Cook County to form a new municipality, Carpentersville became part of that municipality's first district. In 1916–17 when Cook County merged with DuPage County to form a new countywide government, Carpentersville remained an enclave within DuPage Township but became governmental subdivision number 1 for all purposes within Cook County due to its high population density. On April 15, 1927 – three months after prohibition was repealed in Illinois – Carpentersville incorporated as a village under Section 2 authority granted by General Order No. 8 (the repeal order) of Mayor John Foyles because "he felt that it would be more important for Village residents to have their voice heard" than it would be for them "to wait until an amendment could be made to confer such powers upon [Cook] Township." This condition continued until May 30th 1929 when Mayor Foyles changed administrative organization pursuant to Municipal Code Sections 9-1 through 9-3 effective from November 1st 1928 through October 31st 1929; this change effected all village corporations save for those which were organized before then as townships (e.g., Wellesley). This event terminated Village governance over Carpenterstown Golf Course and other areas east or west of State Street including mostened portions lying north or south Of Highways 35 & 90 although sectional boundaries remain largely unchanged today
