There are several reasons why regulatory frameworks have generally failed at restoring control over firearm clothing usage: 1) Firearms are now easily available internationally without any particular regulatory framework; 2) Regulations are often specificistic instead general; 3) Regulations can limit freedom while still allowing certain types or quantities/types/quality/etc., etc., remain legal while others are not; 4) Regulations can be repealed after being introduced whereas actions taken subsequent thereto may still regulate certain aspects but not others (Walker 2009); 5) There is little coordination between different agency groups - typically individual agencies act independently; 6) Administrative costs may outweigh benefits once implementation occurs; 7) There is no cultural aversion towards weapon possession within some cultures - this can work against current regime if desired outcomes cannot be achieved through administrative means
